MINUTES OF THE GREENFIELD CITY COUNCIL
REGULAR MEETING AUGUST 20, 2019
Mayor Engroff called the meeting to order and led the Pledge of Allegiance.
Councilmembers present: Raymond Harris, Vicki Lollar, Jessie Millican and Tiffany Lewis.
Minutes of the August 06, 2019 council meeting were read. Lewis made a motion, seconded by Lollar to approve the minutes as read. All in favor, 4 yes votes.
Mayor Engroff asked Attorney Rose if he could write a city ordinance to address the issue of people intentionally blowing lawn clippings into the street with their mowers. Attorney Rose agreed to write a sample ordinance as a base for council to review and set guidelines with.
Harry Rowe at 408 W Water addressed council about trading a small parcel of his property with city owned property next to his. He showed council a drawing of the proposed change. Mayor Engroff asked for time to look into the proposed change and the matter was tabled.
Council discussed the fees charged to run a debit or credit card at city hall. The city is currently losing 0.30 -0.50 cents per transaction. After discussion about rates Lewis made a motion to raise the fee from $3.00 to $3.50 per transaction to cover the cost. Lollar seconded the motion and with 4 yes votes it passed.
Chief Larkin spoke to council about changing the existing employee vacation schedule. Current schedule is: 1 week after 1 year, 2 weeks after 2 years and 3 weeks after 10 years. After discussion council agreed to the following schedule: 1 week after 1 year, 2 weeks after 3 years, 3 weeks after 10 years and added 4 weeks after 15 years. Lewis made a motion to approve this schedule, seconded by Millican. 4 yes votes.
Andy Miller spoke to council about raising the current rates for a new water meter setting. He explained the current rates and recommended new rates. Millican made a motion to approve the new rates of: $500 for ¾" meter line, $575 for 1" and $1800 for 2". It was seconded by Harris and approved with 4 yes votes.
With no further business to discuss Lollar made a motion to adjourn, seconded by Lewis. 4 yes votes.
